iOS7 - Apps reopen after closing on iPhone 4

Anyone else have this bug?

I've had it happen with Safari, Messages, and a couple other apps. What I do is minimize/background an app, via the home button; then immediately as the animation finishes to shrink it, it just pops right back up. It even does the animation of being opened as if I were closing then opening it myself.

It'll do this 3 times sometimes before it finally stays closed, I've noticed it gets worse if I try to do something as the app closes. Like open another app (put my finger anywhere on the screen, really).

It's on an iPhone 4 that's also suffering horrible battery life and quite the slow-down in general.
