You need to contact whatever service sends you the bill. This is a user to user forum. Apple is not here. No one here can send you a copy of any bill that was missed.

That's a carrier issue. Call your carrier or go to their website.
Many cell phone carriers / service providers have Apps that you can download to your iPhone. You should look for your carrier App in the AppStore, it should be free.
