I know and understand that...both my ipad and laptop are connected to the airport express and the ipad can use airplay whereas my itunes cannot and however I can use the internet perfectly fine on my laptop, so that means that there is no issue in the wireless connection or thr airport express but the itunes alone.

Read through the troubleshooting article and follow the steps provided.
Network problems are the root cause of AirPlay issues. Being able to access the Internet does not mean that the devices are on the same network. Many routers seperate the Wi-Fi and wired networks, many also provide guest accounts. If the ATV is on the guest account and the other devices are on the main network, AirPlay will never work.
I have this exact same problem after downloading latest version of iTunes on my Windows 7 pc.

I, too, have the same problem. I have read multiple posts, but nothing works. It all began with an iTunes update. Airplay, my ATV, home sharing, and Apple Remote all worked. Now, everything that is dependent on iTunes does not work.
They are all on the same network. I have checked it and changed it multiple times. My ATV retrieves photos from my Win 7 HP computer fine, but iTunes might as well not exist. The ATV won't see iTunes through home sharing. None of my AirPlay devices are recognized by iTunes. There isn't even the icon. Remote doesn't recognize the iTunes library either.
I have reinstalled iTunes several times. Shut down and restarted everything several times. On two occasions, it all worked for a short time, so I know it can work. But I can't replicate that, no matter what I do.
I have disabled Norton security (and updated it). No difference. I shouldn't have to remove it since it all worked before the iTunes update. That's why I believe it is an iTunes issue. It once worked. Everything else works.
Using iTunes 11.1.3.8 from my Macbook I am able to Airplay to my Apple TV (FD119LL/A 6.0.2).
Using my iPhone 5 with iOS 7.0.4 I am able to Airplay to my Apple TV.
Using my iPad 3rd gen with iOS 7.0.4 I am able to Airplay to my Apple TV.
Using my Dell laptop with Windows 7 Enterprise and iTunes 11.1.3.8 I am NOT able to Airplay to my Apple TV. I turned off Windows firewall. I do not have any antivirus installed. I can ping all devices on the network including the Apple TV from my Windows 7 Dell laptop. However the Airplay icon is not visible in iTunes! This is driving me crazy! I even turned off ipv6 as was mentioned on some threads. Is this just an issue with iTunes 11.1.3.8 on Windows 7? Or is this an issue with Windows settings?
I'd like to join waiting for a solution: Same as 10neg9: Mac, Iphone, Ipad: yes, no problem - but both PC's: no, no icon.
I'll add that I though reach out through the windows media player on those devices!
I have the same problems described above. Sometimes it works, though, but without any possibility to replicate it. It's a shame if you have spent about 300€ for hardware that is not working following a software update by Apple.
Agree entirely - have same problem. When will Apple people comment and address this issue in the forum?

Same issue here.
iTunes on Windows 7 isn't getting any connection to:
- Airplay (as discussed above), or
- iPhone sync via wi-fi (not mentioned above)
I have iTunes 11.1.3.8
My iPhones and iPads are connecting fine to the AirPlay speaker through the same WiFi network as the laptop is on.
Given that the iPhone wifi sync feature is dead also, there must be some catastrophic problem connecting iTunes system to the network (not just AirPlay).
You would be better served starting your own thread as your issue is not AirPlay but the iTunes installation on your computer.

If you still looking to solve this, I think I've found the solution which worked for me.
Seems like you need to enable the sharing part of itunes.
Go to Edit-> preferences-> sharing
it will either show that you can share your library or that you need to enable Bonjour service.
To do this:
Go to start menu--> right click computer--> manage-->Services & Applications-->double click services-->find bonjour service--> right click it--> properties--> choose automatic in start up type drop down menu--> click OK-->right clilck bonjour service--> click start--> close window.

You are right the issue is iTunes. However, v11.x seems to be the real problem here. The symptoms are intermittent. There is no pattern I can see after trying many times. The problem did not exist with v10.x. Everything else is constant in my my system. Seems the only short term solution is to go back to v10.x of itunes, which i know will not be good in the long term.
This is a real pity because the value of apple is in the integrated ecosystem not the individual components. At present that value is seriously diminished with this problem.

Thank you for helping. I checked it out, Bonjour ran on both my computers. There is more to it. I'm on the actual v.11, too. So let's sit and wait.
@all: I bought Airfoil to get around it. Works fine for music but watch out on movies, the sound comes with delay to the pictures. Spent $25 on that crap before checking out on the trial version... argh!
