no matter if i try to update by connecting to the computer or just on my ipod it will not update to ios 7.... can anybody help please??

iOS 7 is not compatible with the 4th generation iPod touch.
Update (6.1.3) is the last and end of the line update for the device therefore:
There is nothing you can do! . . . If you want iOS7, you must purchase iPod Touch (5th generation).
If you're using the fourth generation iPod touch (or lower), you cannot update to iOS 7 because it is not supported. iOS 6.1.3 is the most recent update you'll get. To have an iOS higher than that, you'll need to purchase the iPod touch 5G.
The 4G iPod can go as high as 6.1.6. If update via iTunes your need iTunes 10.7 or later on the computer.
What exactlyhappens when you try to updae via iTunes?
