Q: Create Splash Screen Menu for Data DVD

Hi,

I have some learning presentations that are within an html format.  In the windows version I have an .ini file that automatically opens a menu screen when the DVD is inserted.  The menu items point to different .html files in the subdirectory.  The individual presentations work on mac, but the menu screen that keeps it all together doesn't.

What would be the the best software to put together a splash screen menu that points to the data and when clicks opens the users browser and plays the educational course they are using at that time?  I want the menu to stay open in the background so when they close out they can choose another presentation.  I also want the dvd to autorun when placed in the dvd drive and open to the splash screen. 

I am including an image  for your reference.  This is what the windows version opens to.  Premiere will do this for me yes?
