Control Center does not open.
Control Center does not open. And, YES, I've started my swipe as low as possible. I have no problem opening the Notification Center.

It sounds like the Control Center is not opening for you. If it is not opening in the lock screen or when you have an app open, I would check the Settings on the phone to see if the Control Center to see if those items are turned off.

If the Control center will not appear no matter where you go, I would restart the phone and try again.
