After installing ios7 and new itunes update my itunes wont sync tv programmes to my iphone4.

When i go into the "on this phone" tab in itunes the tv progs are all there but are shaded out with dotted circles in the margin but they are not on my phone. it is annoying me to no end! i solved the prob once already by restoring my iphone to factory settings and restoring to back up but that took hours and im SURE there is any easier way!!! PLEASE HELP GETTING DESPERATE!
