The iPhone has not been released in Belarus and no iPhone dealer in another country can ship to Belarus so no, you cannot order an iPhone 5S from your country. You would have to travel to one of the countries where the iPhone 5S has been released to purchase one. You would of course not be able to get service from Apple for the iPhone in Belarus if you do purchase an iPhone elsewhere.
