Mac downloads folder is constantly going grey and updating

Every 10 seconds or so my downloads folder is changing and updating in my dock. This is getting annoying and distracting, and ideas on what may be the cause?

MacBook Pro with Retina display, Mac OS X (10.7.4)

1) Restart your machine, if you haven't already yet

2) Repair permissions/disk via Disk Utility

3) If the problem still occurs, test this behavior in another user account. What happens?
