I have a AT@T 3gs that is not under contract and want to switch carriers.How do i change the APN?

You need to contact AT&T and get them to unlock it for you. The request form is here

You need to contact ATT and ask if they will unlock the phone.
I have tried that form it doesnt work.I have the phone making calls and text. But no data.

If you did not get it unlocked by AT&T and you have it on another network, then you've hacked it. In that case, I cannot help you.
That web form has worked fine for the three unlock requests I have processed through AT&T.
