If you are speaking about your ITunes Store App on your device try these
Hold the home and power button on the device until the Apple Logo appears - then release - once it goes black power the device on and test again.
If the issue is still happening then try going to settings>General>reset>reset all settings- when the device comes back up test again
If the issue is still persists then you may have to restore and setup as new on the device
