Q: iTunes U enrollment issue

I have a student that is unable to enroll in iTunes U.  He is on the latest iOS and has the most recent app version. When he selects the enrollment link that was provided by the teacher, he is redirected to the enrollment tab but there is no dropdown to select for enrolling.  The icon is there, the selection is not.  He has deleted and re-installed the app many times and still nothing.  I have a suspicion it is his iPad.  The fact that this seems to be such an isolated case supports my suspicion.  I'm just curious if anyone else has had a similar problem.
