I have an iPad that has the free iCloud memory given with purchase. I recently purchased an iPhone and it is using the same iCloud memory. Is there a reason why I did not get additional memory when I purchased an additional device?

Can you only have one iCloud account on an iMac? Between my wife's iPhone and my iPhone the storage fills up fast. How can I prevent that and what is really necessary to back-up?
I use phot stream so I turned off camera roll, but there is still alot of data.
