I blocked a number from calling me but now the call goes directly to voicemail. I forgot how I blocked the number; how do I unblock it?

Is this block feature supported on iPhone 4 using ios7? I haven't upgraded yet but I know not all features of iOS 7 are supported on iPhone 4 models.
