Sync not working from IE to iPad

A couple of weeks back, the iPad started acting up and wouldn't turn on. I plugged it into my Dell laptop and seemed to work around the problem and did a restore. SInce then, none of the new bookmarks I've saved on the laptop have appeared on the iPad. I haven't updated to IOS7 because I think that's what caused the iPad to act up in the first place. It's not a big problem, just more of an annoyance.

Also, for some reason when I bookmark something on the iPad, it doesn't show on the list.

Any ideas would be most welcome!
