Help my iPhone 4 and my iPad 2 seems not to find each other from Bluetooth pairing

They keep searching and searching and it's taking forever,they both on ios 7.0.2

Has anyone had this problem and fix

You need an iPhone 5 or later, that's why it doesn't work, & your iPad needs to be an iPad 4th generation or an iPad Mini.
