Why do I have to use a credit card to get free apps? Is there a way to shut this off?

I am trying to download free apps for my daughter and it keeps asking for a credit card. Why? The apps are supposed to be free. Is there a way to get around this?

iPad 2, iOS 7.0.2

Not without creating a new Apple ID that doesn't require a credit card.


There is a very specific way that you have to create an Apple ID if you do not want to use a credit card. Unfortunately, Apple does not make this very clear at all to new iOS device or iTunes users. Obviously, they would like for you to purchase content rather than simply download free content, so you sort have to search for the information that you need to make all of his happen.
