iTunes Radio issue
The "Play more songs like this" and "Never play this song again" selections are grayed out. Which department should I contact to fix this technical issue?

I would first suggest that you quit the Music app and then restart and/or reset your iPhone.

Next, sign out of your iTunes Store account and sign back in.

Make sure you have at least one song on your iPhone.
Then launch the Music app and try to edit a radio station again.
