You may find the information in this article helpful.
iOS 7 uses a parallax effect to create the perception of depth on your Home screen and elsewhere. When this feature is on, you may notice that your:
- Wallpaper, icons, and alerts shift slightly as you move your phone.
- When setting a wallpaper in Settings > Wallpapers & Brightness, the photo or image will be slightly zoomed and cannot be scaled to fit to the screen.
You can change this behavior by enabling Settings > General > Accessibility > Reduce Motion.
Note: If zoomed, you will need to rescale your wallpaper to fit to the screen.

Oct 31, 2013 10:53 AM in response to rhooligan77by Skydiver119,If you go in through your photos app and tap on the little box with the arrow poking out of it, that brings up the pop up to 'send' your image. Choose wallpaper and then you will have a bit more ability to scale and move. Not as much as you used to but more htan you have going in through the settings and wall paper.
Also the higher resolution image you use the better. THe iPad seems to default to 'must fill screen' so it zooms in so that the smallest side is to the screen edge and it will not unzoom. The larger resolution images you start with the less zoomed in it defaults to and the more mobility you have.

I try to set a photo as wallpaper but It won't let you scale down the photo at all. I wish Apple would fix this. I've talked to people who have Droid phones and they don't have this problem.

Nov 1, 2013 5:24 PM in response to Apfelwurmby rhooligan77,Thanks for the suggestions but it's not caused by the parallax thing. I had already turned the motion off but it didn't fix it. I think Apple is telling people that's what causes the problem but their wrong. Thanks again. I guess I'll just have to settle for a work around for now.

I download any wallpaper I like from the Internet, then quickly modify it, as described, and use it on my iPad 2.

Dec 8, 2013 2:04 AM in response to litte princessby mitopay,I figured this out today! If your photo won't fit for your wallpaper, simply do this:
When you're viewing your preferred photo, tap the white area to turn it black (why white? it's awful), then take a SCREENSHOT of your photo surrounded by black. [Screenshot is done by holding the power button at the top while quickly hitting the Home button. This will create a brand new copy of your photo at the very end of your pictures.
Use that for your wallpaper.
