He came to the same result and said that apple can only send a new phone to the billing address from the carrier. My billing address has both my physical address and a PO box. You would think that the sales department could make occasional exceptions but they could not. I assume apple's policy is to let the server settings be in charge.

Six months ago when I ordered an SE it was not a problem to have my billing address with my carrier a PO Box. Today I'm unable to order a 7 because of it. So I'm going to have to say that you're correct in saying that it's a discriminatory policy....especially since it's used selectively.
