Are you talking about media being automatically downloaded to your devices when purchased from another device? If so, you turn that off on your iOS device by going to Settings>iTunes & App Store and turning it off under Automatic Downloads. On you computer you turn it off by going to iTunes Preferences>Store and unchecking it under Automatic Downloads.

I have a Windows based pc with Itunes that I have major amount of old tv shows, movies etc. I purchased a new PC and uploaded newer version of Itunes and signed in. My previously purchased shows etc downloaded but only into icloud. Each time I want to watch them (previously paid for and downloaded ....and paid for download orginally) I have to pay for the download all over again each time it comes out of icloud. In the past month this has cost me over 600$ in download fees. Where I am located I do not have free downloads. Pay as you go. How do I get my stuff out of icloud and stop having these files going into it. I turned off the email icloud etc but there is no option that I can find to turn off the icloud itunes option.

If you still have your old computer and if these were already downloaded to your iTunes library on your old computer, you could copy the entire iTunes folder (not just the music folder) from your old computer to your new one using one of the methods discussed here: http://support.apple.com/kb/HT4527.

If not, I would assume you could still download them to your iTunes library as discussed here: http://support.apple.com/kb/HT2519. This would have to be available in your country though (see http://support.apple.com/kb/HT5085).

Not sure what you mean by this ("so etching"??). Are you saying that the movies, etc. are in your iTunes library now but when you try to watch or play them they still download from iCloud anyway?

Check "iTunes in the cloud availability by country" here: http://support.apple.com/kb/HT5085 to see if downloading it to your iTunes library is available where you are. If it is, you should be able to download it just once and store it in your iTunes library as discussed here: http://support.apple.com/kb/HT2519.

If it is available in your country but you still aren't able to download them just once and store them locally on your computer, contact iTunes store support and ask them what's going on. You can reach them here: https://ssl.apple.com/emea/support/itunes/contact.html.
