Thank you for the details of the issues you are experiencing after upgrading to iOS 7.0.2.
I found an article with steps to take when you cannot enable Wi-Fi on your iPhone:
Resolution
Follow these steps to resolve the issue:
- Verify that airplane mode is off by tapping Settings > Airplane Mode.
- Reset the network settings by tapping Settings > General > Reset >Reset Network Settings.
Note: This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings - Ensure that your device is using the latest software. To do so, connect your device to your computer and check for updates in iTunes.
- If your issue is still unresolved, perform a software restore in iTunes.
Additional Information
If you are still unable to turn Wi-Fi on, please contact Apple for support and service options.
If you are able to turn Wi-Fi on but are experiencing other issues with Wi-Fi, please see this article.
You can find the full article here:

Oct 8, 2013 8:41 PM in response to sheila_m.by skaletP,Hello Sheila_m, You seem like an angel from God. I just read the reply you copied and pasted to Staki_85.. I have just spent the last 3 hours reading through the Apple Support Communities on the ' WIFI GREYED OUT ' discussions, only because I am experiencing the same problem, and desperately looking for a solution...(hence spending over 3 hours on this site) I have already tried the solution you copied and pasted to Staki_85....NO JOY. I took my iphone 4s to an Apple store and after over 2 hours wait told them my problem, I was given a new ??? iphone 4s. 10 days down the line ...problem is back. Now reading through a lot of the 'WIFI GREYED OUT' discussion it sounds like more of a SOFTWARE problem than a HARDWARE problem. A 'glitch' or a 'bug' of some sort..... this is only a layman talk, mind. If you haven't already ...I will suggest you have a read on this topic on this website and you will see what I mean. Since you look like a messenger from God i.e. (community specialist) is there any way of relaying our grievance to the power(s) that be, to repair the GLITCH or BUG, and take us out of our misery and frustration.
Sorry for rambling .
A loyal, tired and frustrated Apple User.
P.S. My 1st generation iphone I got for christmas 2007 is still working fine...pleased to say
