Error 12 or error 21?

Don't know what to tell you. I've never seen a reference to that error before. What is the exact text of the error message?

When proving that with more than one 'restore' origin meaning different computer systems you get the same error message you then must assume there are issues either with the device or the wireless carrier. With the device being as new as it is, I'm definately thinking strongly of talking with the wireless carrier to attempt to better understand what caused the cellular data to be dropped.

People have tried to help you, but as you can see, some have not heard of an error 12 before, so if people do not understand what is going on, then it is impossible to give more help so you need to look elsewhere.

If you are still having problems with no solution, then why not book a Genius appointment at your local Apple store and go there.

the problem is that the phone is bought in the U.S., and I am in Russia. We do not warranty on imported iPhones
