My husband is in the Philippines on business. He can make and receive calls from home numbers in Australia on his iphone 4s but he cannot sms, only receive them. This has also happened once before in Thailand, on the same phone. Any help would be great.

SMS is regulated by your husband's cellular carrier. He (or you) should contact the cellular carrier and ask about this. Here's how to contact them:
Thank you. I did contact the cellular carrier prior to my post and they referred me to you, or more particularly said it must be a setting on the iphone. I will try again.
