I still get calls after enabling Do not Disturn using ios7?

Nope - calls come in both ways. When screen is locked as well as when not
My iPhone 4 works fine with the do not disturb, problem is today my friend asked why his do not disturb isn't working. It won't stop calls from coming in, in both the lock and unlock mode. I restricted it to block all calls from everyone all the time, regardless if the person has called more than once over the last 2-3 minutes.
I will try and restart the phone and if that doesn't work I'll try and restart all settings and see if I can get it to work but if those 2 things don't work, I'm fresh out of ideas.
