Can I use my iPad 2 in Scotland?
I want to use my iPad 2 while I'm on vacation but I don't want to come home to sky high user fees. Will I be ok using it in WiFi areas?

I do recommend turning off "cellular data" while you are on travel to be sure you are only using WiFi.

You could buy a SIM card in the UK for your iPad.
When using free Wi-Fi be careful with your passwords. You never know whether you can trust a free Wi-Fi router.
