Surely there's a limit imposed by iOS 7, though, otherwise an app could update once a minute, for instance. Personally, I'd think that a 15 minute minimum between updates is reasonable.

Why does there need to be a limit imposed? Perhaps it'd be appropriate for some app to update once a minute.
I can just imagine the havoc that would be caused if Apple limited turn-by-turn navigation apps to a 15-min update window, just as an example.

But for turn-by-turn navigation, the app is in the foreground, not the background. I'd imagine the havoc that would be caused if you had 50 apps, all updating every 30 seconds. It will kill the battery very quickly. Having a single app in the foreground update every second is not nearly as bad.
