Thank you for the question. I understand that you are not able to scale your wallpaper on your iPhone. You can turn on reduce motion to allow you to adjust the zoom of the wallpaper:
When setting a wallpaper in Settings > Wallpapers & Brightness, the photo or image will be slightly zoomed and cannot be scaled to fit to the screen.
You can change this behavior by enabling Settings > General > Accessibility > Reduce Motion.

Thank you for the additional information. If you are using an iPhone 4, you won't have the option to Reduce Motion under Accessibility.
