How can I view my iTunes purchase history on an iPod or iPhone?

You can only view the fulll history on your computer's iTunes, as described on the page that you posted from. You can see a cut-down version of recent purchases on your phone via http://reportaproblem.apple.com (that page also allows you to optionally contact iTunes Support if you have a problem with a purchase).
