Flashlight in control center

In my control center my flashlight icon is muted and I am unable to click on it. Is anyone else having this problem?

iPhone 5, iOS 7.0.2, Was working fine not too long ago.

I am having this exact same problem, this is the 2nd iPhone 5s I've had that is going through this issue.
