How do I fix my iPhone?

I restarted my iPhone and I got the iOS 6 startup welcome screen common after a restore. Although, when I was switching through the screens, such as to set up WiFi, I saw my wallpaper that I set, so my data is still there, but whenever I go to "activate iPhone" it runs for a couple minutes, then says to try again later, I have done it five times, waiting hours in-between. When I plugged it into iTunes, it gave my an error code. WHAT DO I DO??!

Well, first you need to tell us what the error code was, because that is important. However, you say you saw the iOS 6 welcome screen, which means you did something to downgrade iOS, or tried to restore with an unsigned iOS. Either way, you have violated the software agreement, voided your warranty and forfeited your help here on the forum. You are on your own.

Now look here, I have no idea what you mean by "downgrading" but whatever it is, I have not done that. As software goes, I have always been on the 6.0.1 firmware because I noticed my friends' iPhones getting slower as they continued to upgrade their phones. I am not at fault here, my phone was lagging, so I shut it off and turned it back on again, I will also reply with the code later because I don't have my computer around, but it started with an x had a lot of 0's, and ended in 65. Can you help me or not?

If you did a restore, then the device should have installed iOS7 on the device. You could not do a restore on an iPhone 4S and install iOS 6.x. If all you did was turn the phone off and then back on, then you would not see the activation screen. I was just stating facts regarding what you described, so if you want assistance then there is no reason to get huffy.
