If you are using an iMac:

  1. Disconnect everything from it except the power cord.
  2. Press and hold the power button to shut it down.
  3. Momentarily press the power button to power it back on.

Your iMac should recognize no devices are connected and the Bluetooth Setup Assistant should appear.

I realize it may not help you to know, but I did test this before replying. Are you certain your wireless input devices are powered on, and are using good batteries? Are they made by Apple or some other manufacturer? What model Mac are you using?

Turning Bluetooth "off" then restarting your Mac with no input devices connected to it will turn BT back "on" and reconnect your previously connected devices. If none can be found, the Bluetooth Setup Assistant will appear. This works with Snow Leopard as well as every subsequent OS X release, so I have no explanation other than to assume it's not working for you due to hardware differences.

To fix it in your case will require a wired keyboard and mouse. Any generic variety will work.
