I recently pre-ordered an album on iTunes at a reduced cost (not sure if that matters or not) and the songs have been released, but it hasn't shown up in my library. When I go on iTunes to see if I can purchase it again, it says I've already bought the album and won't let me buy any of the songs.

Does the Store > Check For Available Downloads menu option download them onto your computer's iTunes :
And/or do they show in the Purchased link under Quicklinks on the right-hand side of the iTunes store home page for downloading ?
Try logging out of the apple ID, go locate the item in the store and select buy, it will then prompt you to sign in and when you sign in it should start downloading the order. Sometimes starting a download on a free app triggers it also.
So, I had the exact same problem. Let me get detailed in my issue:
Pre-ordered the new Panic! At the Disco album over a month ago; completely forgot about it
Went to my iPhone under Purchased: didn't show up...it showed I purchased the album in the store AND said the album was downloaded but it was only the single I got for pre-ordering the ablum
So, I went to grab my MacBook Pro. Same thing, even did the "Check for Available Downloads..." Nothing would work. There was never a place to click "Download".
Anyway, what I ended up having to do was go through my email, find the email saying it was available for download, and click on the link. SOOOOO maybe that'll help you out.
