iTunes Match: Some songs won't download higher quality

Why won't some of my songs in my iTunes library download their higher quality 256kb versions through iTunes Match? I've tried with quite a few of my <256KB tracks and once deleted, and then redownloaded using the iTunes Match download symbol, they download the same quality track. Is iTunes Match only available to some songs? Even though the songs i've tried do have an iTunes version?
