I have also the same problem, now it appears in US ,australia, france I think this is a pandemic trobleshooting.
May be apple could have a look on this problem the support wont reply to my request and it is a miss.
Hope they will soon find a solution still waiting for this.
Is anyboday has a solution for rolling back to IOS 6 ?

Dec 28, 2013 9:00 AM in response to Bk47ghby black roadster,I hade the same problem on my iPad 2 after upgrading to iOS 7.0. I got a new SIM and even reset the iPad back to factory settings. That brought it back for a day. After a few weeks, I contacted Apple Tech Support. First thing the told me to do was restart the iPad. As in, turn it off, wait 10 seconds and turn it back on. I scoffed as it was the first thing I tried weeks ago.
Can you believe the restart brought it back?! I'll see if it stays but right now my SIM card is working.

Turn airplane mode on.
Eject card
Reset network
Insert card, it will start searching for network and eventually will find it
Connect to you wifi

- removing card was working only for 2-3 weeks
- replacing sim card didn't help
- rebooting device didn't help neither
- reseting device - te same story.
It is widely reported issue for iPhone 4, iPhone 4s, iPad2, iPad mini after upgrade to IOS 7.0.6 or 7.0.3
Funny is that in my case only SIM card from not supported by Apple GSM operator works (I've tested about 12 SIMs).
And i have two devices affected after upgrade to IOS 7.0.3

- I upgraded my Ipad 2 to IOS 7
-For a couple of days my GSM connection was spotty
-Now I am getting a message no Sim Card
-I tried ejecting and reinseriting the sim card
-Restoring the Ipad
-Switchin Airplaned mode on and off, which worked maybe three times
-Calling customer support
-Customer support offered sending the ipad for a hardware repair, since their analysis was a hardware error of the sim card reader for 220€
-I have been very happy with my apple devices but this is no tolerable. A software update is making our devices unsuasable and the only help Apple is offering is a repair at my cost...?

Same problem as all of you and tried all listed solutions in this tread with noe help.
Tried 6 different SIM card, old and new, all working on other devices.
AS a temp solution: For those of you needing network on Pad where there is no wifi, if you have an iPhone or other phone on cellular network, share Network, and use Iphone as an wifi access point.
settings > shared Internett > turn on > and search for that network on wifi on your ipad
Still same problem with iOS 7.1

When I switched from carrier A to carrier B, the ipad prompted No Sim Installed. I tried reset, toggling airplane mode, switching on and off, inserting the SIM again and again, but to no avail.
After checking the settings for the SIM (settings -> General -> About), I realized that the iPad was still tied to the older SIM. I put SIM A back in and the ipad recognized the SIM immediately. From there, I toggled off the Cellular Data, switched SIMs, and VOILA! The ipad recognized SIM B, and I didn't have an issue after.
