I paid at 30 of September for my iOS Developer Program, and so far I only received an activation code that did not worked and zero emails in response to my attempts to contact them in order to fix the issue, I see no progress at all, and currently I just want the full refund, it seems that Apple just stole my money and won't be replying!

No one here can do anything about your issue - we are all just fellow users. You will need to contact Apple.
