MBA charges only when the room temperature is warm

I own Apple MacBook Air "Core i5" 1.7 13 "(Mid-2011) from 2012. and already last winter I had a minor problem with the charger. It could happen that the battery is not recharged immediately after connecting the Magsafe, but it starts charging after awhile. After the temperatures became warmer (spring / summer) this problem disappeared, but now it's here again. I've read many posts on the suppoer forums and noticed that other MBA owners have the same problem.

This thread is where I got the idea that the problem is issued with the temperature. When the Magsafe is cold, it doesn't charge. But when I warm it up in my hands and connect it to the MBA, it immediately starts charging. I also saw that in the U.S. there is a charger exchange program.

I emphasize that my charger is not at all physically damaged. Apple Care expired, so I wonder whether there is a possibility of free replacement charger in Croatia, where I bought a MBA. Please help me!
