Why does my 4s won't lock even if the auto-lock is set at 1 minute?

This started happening with the new update on IOS 7.😟

When this happens the notification and control center also does not open, I do the swipe from the bottom-to-top and top-to-bottom.... and nothing happens... When I manulally lock the phone, the notification and control centers still won't function, however, the camera option at the lock screeen still works. The only thing that fixes it is to restart the iphone... This is getting realy annoying 😠

No auto-lock, no notif center and no control center..... They added things that does not work 😟

Has this happened to anyone or just me? What do I do to fix this?
