What do you mean by "does not appear to populate the icloud storage"?
What data are you trying to store (if I understand you) in icloud?
If you mean that the icloud info or storage does not show the newly purchased storage, give it a little time for the servers to catch up.
It been 2 days i purchased th eicloud storage, it's still not reflecting in my iphone 5s. Whom shall i reach now?
There's nothing to activate (assuming you already purchased the extra storage). Just use it.

Prinyers, I have exactly the same problem here, I purchased extra storage, but my phone fills up and I still have 14.8 gb out of 15 gb available on the cloud...? How do I use it??? I am at a total loss. I am getting tired of trying to decided which apps to remove so I can get more space. If I have this storage WHERE IS IT? Somebody help please! I purchased this "extra storage" over a year ago, so I am very confused on why I bought it when it doesn't really store anything and free up my phone. I am not claiming to be an iPhone expert here AT ALL lol I need help this is getting so frustrating!
