I just tried to recover my iphone it blanked it OK but said it is not eligable to be recovered, is Iphone 4s

now have no OS on my iphone, wont recover in itunes, wont power up I tried to recover it and it blanked it then said it was not elagible

iPhone 4S, iOS 7.0.1
