Q: Phone stuck! Help.

I'm in the process of downloading IOS7 and now my phone will not ring or allow me to go anywhere but "Terms & Conditions" for icloud.  The phone won't ring in fact nothing on it works.  Shutting it down makes no diff.  As soon as phone is turned on the word HELLO shows and says "slide to set up."  and then Terms & Conditions comes up and no matter if I agree or not, I can't get any further.  Please help.
