You need to be using a second generation or newer iPad; it'll be updated to iOS 7 if it's not already running it.

Which iPad? You state "new iPad". If you are at iOS 5.1.1 on your iPad 1st gen, you are already at the maximum iOS version. To run a higher iOS version, you need to purchase a new device.
