i preordered an album, its now available but instead of it sying download it says purchased and wont let me download it

If the album is not available for download after trying the steps in that article, try to download the album from your list of past purchases. As long as you are signed in with the same Apple ID you used to purchase the album, you will not be charged again. Use the steps found in this article:

If you are still not able to download the album, I recommend reporting this issue to the iTunes Store:
