how do i get through the passcode screen to set my iphone back up

i am trying to us my old iphone because my current one broke. my old one is disabled from trying the passcode too many times, so i am trying to get through it. the phone is not activated because i cant get through it!

iPhone 4S, iOS 6.1.2
