After updating the recent security update my magic mouse will not scroll or swipe between pages. It will however swipe between spaces and navigate the screen without issues. Is there some setting besides the mouse pane in the system prefs I am overlooking?

I think you need to upgrade to 10.8.5, I remember that Magic Mouse was buggy
in 10.8.4. Although I also had installed MagigPrefs for MM which may have caused
issues too!
I have no problems with 10.8.5 on iMac 2012 "Slim" all aspecs are working fine!
Also some programes may interfere depending on thier setup?

Ok so are you using 10.8.5 or reverted to 10.8.4?
If so did you experience this problem:
1,(in 10.8.4 initially) 2,(in 10.8.5) 3,(only now)?
All I can say is if you have backups to go to
Macintosh HD>System>Library>PreferencePanes>Mouse.prefPane
and save this prefPane to your desktop from the last state that was trouble free.
Then go back to that file in current state and trash or drag the saved prefPane onto and save when prompted.
Open a Finder Window
Click Go Menu - Press Option Key on Keyboard and Click Library
In the User Libary - Locate Preferences
Trash
com.apple.driver.AppleBluetoothMultitouch.mouse.plist
com.apple.driver.AppleBluetoothMultitouch.trackpad.list
com.apple.driver.AppleHIDMouse.plist
Restart the Mac and check your issue

I can't find those files anywhere, let alone the "User Library".
I have a MacBook Air (Late 2010) running OS X Mavericks 10.9.1.
