If you purchased your phone from or it originated in a Middle Easter country such as UAE or Saudi, then FaceTime will not be on it as it has been banned by the Governments out there.
If you don't have FaceTime on your phone, then there is no way that you can get it and if you want it you will have to buy a new phone from a country that does not ban it such as the UK or the US.

There are a lot of grey import in that country, so that doesn't mean all iPhone found in UAE have FaceTime.
If in Settings > FaceTime is not there, you are out of luck. Talk to your government.
