Sep 25, 2014 12:06 PM in response to ThanePetersby AnthonyNC,Ha. All I had to do was upgrade to iOS8 and I lost ALL of my notifications across every app. But I still get this annoying message that the OP mentions. That bug still exists.. Now I deal with another.

Sep 28, 2014 11:27 AM in response to jefpoiby Sonicfx,I ran into this bug today, indeed the repeated irritating popups defeat the purpose of being able to disallow cellular data on a per app basis.
I see many apps that I would never suspect to go online pull substantial amounts of data, and the only options we have are to bite the bullet and contract a large data plan (while hoping no sensitive data, especially contacts, is being leaked by those apps) or endure the pain of constantly closing the popups.
Despite having very low expectations of being heard, I submitted feedback to Apple.

Sep 28, 2014 11:46 AM in response to Sonicfxby Sonicfx,Interestingly, if you allow cellular data for an app that would otherwise show the popup and turn airplane mode on, the app/ios doesn't complain about unavailability of cellular data. By the way, if you turn off cellular data for an app that never even attempts to connect to Internet, the annoying popups still appear.
Therefore the annoying alerts are really a reminder that you turned off data for that particular app.
While I swore to never jailbreak my phone, I might reconsider this option.

Sep 28, 2014 12:03 PM in response to Sonicfxby Sonicfx,I keep trying, but from all the apps I have it seems that GoodReader is the only one that doesn't raise the nagging popups despite being disallowed from using cellular data. So maybe there is hope and we can ask developers to code in a way to prevent raising those alerts? Some may be just annoyed as us by those alerts.

Sep 30, 2014 3:46 PM in response to Sonicfxby Sterling Hill,I am also complaining to apple - talk about a stone wall - as more and more apps that never asked for cellular now are... but I am also writing to app developers AND amazon (kindle is now asking for cellular) and audible - yeah I know they are the same but might spread to more and different people. And if you say you will quit using their apps...??? might get some action. I am using the built in music app and NOT using the audible app anymore as I am so sick of the popups. Complain everywhere you can AND to apple as much as possible.

Oct 2, 2014 11:19 AM in response to donoverbyby BourneBoss,I am so Happy I found this thread. So I'm not suffering alone. Great. This is still happening in Oct 2014. Obviously Apple software coders don't ever turn off data for their apps. Otherwise this would be fixed.

Oct 9, 2014 7:11 AM in response to Derrick24by Darklight96,Every time I try to Shazam a song in the car I have to take my eyes off the road to try and click away this dumb message. Yea I know I shouldn't use my phone in the car but this needs to be fixed.

Oct 14, 2014 5:01 PM in response to BourneBossby Bruce Michel,I was checking if I could safely update to 8.0.2 and have this message fixed, but apparently not.
See my note from August 11. I did send a feedback to Apple each day that I did encounter this problem, but finally stopped in hope that iOS 8 fixed that.
The worst thing about this is that a fix should be so simple, adding something like this when deciding whether to invoke the message: "if not wiFiIsInUse and ..." This is junior programmer work, why can't it be done?

Oct 16, 2014 11:07 AM in response to Derrick24by dave_reed,I went to the feedback page, filled out all required fields, but there is no way to submit.
Oh the irony.
Apple's 'care' of its customers is loooong gone.
