Can iOS 7.0.2 be installed without installing iOS 7 first?

I have an iPhone 5 and I haven't installed iOS 7. Now under software update iOS 7 is gone and I only have the option of installing 7.0.2. I have searched the web for answers, but I seem to be the only one with this question. Any advice is appreciated.
