ios7.02 has a major damage in our iPhone in the Philippines we cannot download application thru appstore since we updated to ios7.02, why?

You are going to have to try and explain this a little better. Do you mean that you cannot get into the App store, or what? Are you trying to get into the App store on the phone? Have you accepted the new terms and conditions?
i mean when i updated my iphone 4 to Ios 7.02 then i started to download application or games to appstore it says that i have to be in philippine appstore because my iphone updated to america area but i already set my iphone in my area but it always to pop out the message and unable to download. ive just read some problem in internet forum that thy also had a problem when they updated to ios7.02.
all iwant is to return it again to ios 6 pr ios 7.
Well, you are not going to be able to return to iOS 6. Apple does not support downgrading. You can go into Settings>iTunes and App Store and change the App Store country. See this support document http://support.apple.com/kb/HT1311
