If recovery mode does not work try DFU mode.

To restore from backup see:
If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I have tried to connect the device to iTunes, but when I go on to iTunes it says "iTunes could not connect to the iPad “the bobo bunch” because it is locked with a passcode. You must enter your passcode on the iPad before it can be used with iTunes." I can't enter the password because my iPad is disabled for 23,050,592 minutes.

Apple WatchThat message means you do not place the iPod in either recovery mode or DFU mode. Keep trying since timing is critical.
